Burns, now the president of the Carnegie Endowment for International Peace, previously had a 33-year career in the U.S. Foreign Service.
Burns called intelligence the first line of defense for the country and the basis for making sound policy decisions. Burns has been vocal in his criticism of the Trump administration, penning several articles blasting what he's described as Trump's war on diplomacy.
Burns has received three Presidential Distinguished Service Awards and the highest civilian honours from the Pentagon and the USA intelligence community. He attended LaSalle University in Philadelphia where he earned a bachelor's degree in history and earned a master's and doctoral degrees in worldwide relations from Oxford University, where he studied as a Marshall Scholar.

Former CIA director John Brennan added, "Bill has an outstanding reputation".
"Bill Burns is one of the most principled & respected national security professionals of our time", Brennan tweeted. Ambassadors are usually kept well informed about Central Intelligence Agency operations in their countries and often know more about them than nearly anyone else, given the "need to know" restrictions on secret information.
The Biden team has said that the CIA director will not be a member of the cabinet, and that Avril Haines, the director of national intelligence, will be the top intelligence official. Haspel, the first woman to lead the intelligence agency, faced criticism in her confirmation hearings over the secret "black site" she ran in Thailand where al-Qaeda suspects were held under the CIA's controversial "enhanced interrogation" program.
Burns was said to have been a candidate to be Biden's secretary of state. Morell took himself out of the running amid progressive opposition, with Democratic Sen.
