It was first reported by The New York Times on October 24 that a review of investigation into links between Russian Federation and the Trump campaign had become a criminal investigation into the launch of the probe. "Rather than speculating, people should read the report for themselves next week, watch the inspector general's testimony before the Senate Judiciary Committee, and draw their own conclusions about these important matters".

The attorney general is reportedly not swayed by Horowitz's determination that an investigation into the Trump campaign was warranted. "I have long believed that the predicate for investigating the uranium deal, as well as the foundation, is far stronger than any basis for investigating so-called 'collusion, ' " he told the Times. It's not clear where he obtained that information. Horowitz, however, can not be told to change his report because the inspector general works independently from the Department of Justice. His report is expected to measure the FBI's conduct based on current Justice Department standards. Durham's work is expected to continue into next year.
