The OPP has been notified of the breach, said Steven Davidson, the head of the Ontario Public Service.
The NDP has released documents they say appear to be government presentations, and include references to cabinet approving the plan and appointing board members. Planning and oversight functions will be transferred to a new Super Agency.
Christine Elliott's comments came after the NDP released a second set of confidential government documents following the release last week of a draft version of the Progressive Conservative government's upcoming health-care transformation legislation.

One document, as part of a December 13 workshop for assistant deputy ministers, references outsourcing laboratories - many of which are already privately run - inspections, licensing, devices and the province's air ambulance service, Ornge.
Another risk outlined in the report was that new home care legislation would be needed to dissolve the LHINs, repeal the Local Health System Integration Act and shift home care responsibilities and employment to the Integrated Care Delivery System (branded as MyCare Groups). Under the Health System Efficiency Act, MyCare Groups are not Crown agencies and are free to contract for-profit service providers to deliver health care services.
"Unfortunately, due to the importance of cabinet confidentiality, we are unable to confirm what has gone through the cabinet process", Hayley Chazan, a spokesman for Elliott, said in a statement Monday. "It is ordinary course of business to develop draft options".

Vicky McKenna with the Ontario Nurses Association, which represents 65,000 members, says neither the Ministry of Health nor Premier Doug Ford's advisory council, chaired by Dr. Rueben Devlin, have contacted the organization. "This scheme is an unprecedented opportunity for private, for-profit corporations to get their mitts on our health-care system".
A memo circulated today to the public sector says the person is no longer employed.
In the documents obtained by the NDP, Ford's plan outlines a new type of organization, called MyCare Groups, to oversee the delivery of a number of frontline health care services that are now under the umbrella of the LHINs.
