The woman, a hair stylist named in the report only as Witness 1, described the entire encounter with Greitens before and after she said she believes he took a photograph of her in a partially undressed state.
In another meeting, the woman said Greitens asked her whether she had been sexually active with anyone else, including her husband.
He told reporters Wednesday before the report's release he doesn't plan on resigning, despite calls from lawmakers urging him to do so.
Greitens, who has resisted calls to step down amid the scandal, declined to participate or testify in the committee's report. The two had talked before she arrived because she cut his hair at a nearby salon.

"Don't even mention my name to anybody at all, because if you do, I'm going to take these pictures, and I'm going to put them everywhere I can", the woman testified Greitens told her. "They are going to be everywhere", he said, according to her testimony, "and then everyone will know what a little whore you are". She added later that she knew Greitens had an iPhone capable of uploading images to the internet.
She says that when they went to his house, Greitens grabbed her in a "bear hug" on the floor and coerced her into oral sex while she cried "uncontrollably".
She said she was "bawling my eyes out" but Greitens "was still like messing with me", she told the committee. She testified that she felt that she had to perform oral sex in order to escape the basement.
Anticipating an outcry, House leaders canceled most of Wednesday's session as well as regular days of work Thursday and Monday.

The report, much of which is sexually explicit, includes excerpts of lengthy testimony by the woman with whom he had an affair.
Greitens, the nation's only Jewish governor, was already charged in February with felony invasion of privacy after being accused of taking a nude photo of the woman without her consent and blackmailing her to keep quiet about their affair. Afterwards, she continued, Greitens led her to his basement, where he blindfolded her and taped her hands to pull-up rings, and ripped her shirt, pulled her trousers down and took a photo without her consent.
The indictment led Greitens to further bolster his legal counsel.
