For the first time in Assam, the state budget was presented in the electronic format.
Himanta tabled the E-Budget instead of the conventional paper based.

The Assam finance department had called for suggestions from the public regarding the Budget provisions, and more than one thousand people had submitted their views.
Remembering the supreme sacrifice of the martyrs, state Finance Minister Dr Himanta Biswa Sharma, laying the annual budget for 2018-19 in the state legislative assembly here, said the state government was endeavouring to take forward its assistance to the farmers. The Budget will be provided with a tablet (computer) with details of the Budget to each legislator.
"The government has also resolved to improve the women's health and safeguard her dignity by giving an annual stipend of Rs 600 to girls between 12 to 20 years of age to ensure ease of access to disposable sanitary napkins", he said, adding the scheme can be availed by the girls belonging to families whose annual income is below Rs 5 lakh.
The budget estimates of 2018-19 show a receipt of Rs 90673.42 crore under the Consolidated Fund and Out of this, Rs 74118.50 crore is on Revenue Account and the remaining Rs 16554.92 crore is under Capital Account.More news: Tim Berners-Lee talks weaponization and big tech
Sarma said estimated transactions during the fiscal year starting April will result in a surplus of around Rs 999.99 crore, and a Budget deficit of Rs 2,149.04 crore by March 31, 2019.
"In last two budgets, they had made lot of promises but what about the implementation", he said.
